The Research Of China Urban Community Network Governance

Under profound changes of China's social structure,the relationships between government and society,state and citizen are constantly changing.The party and government have put forward the strategies of government function transformation,optimization of power allocation and resources in order to stimulate the energy of society,and promote the modernization process of national governance ability and system.As the foundation of Chinese social structure,community turns out to be the starting point and foothold of social governance.This paper researches a new mode of social governance ——Network Governance.From the angle of governance process,network types and its effects,this paper analyzes the network governance practice in the level of urban community.Community B of Beijing street D is research object.It is a famous historical and cultural conservation in China,located in the core region of national capital,which causes the intervention from government is relatively strong and more obvious.Therefore,it is more typical to investigate its network governance model.Under the guiding role of the government,Community B implements network governance model,with the help of community social organizations,its processes shows the characteristics of government-oriented,which is particularity and determined by national conditions and community itself.Based on the community,community social organizations are playing an important role in providing public services and sharing government functions,they have become an important object of connecting government and residents,participating in community governance.Nowadays,some local governments have tried to expand the channel of community governance,establish cooperation with multiple subjects in the field of public service and affairs,which have drawn the attention of the party and the government,become an important issue in the field of social governance.Community governance is a dynamic process of debugging and developing.This paper researches the processes of community B network governance,including initiation,formation and operation.According to the role of government in the governance,this paper concludes that network governance of Community B belongs to government-oriented,finally summarize its function and difficulties.In conclusion,this paper provides strategic choices of community network governance on both government and community level,in order to make some suggestions to the renovation of developing community governance system in China.
