Study On Cooperative Governance Mechanism Of Community Public Crisis In Lanzhou City

Today,the world faces global risks,and China has entered a high risk society.With the gradual deepening of reform and opening up,the risk in the process of China's transition has begun to release a lot,which seriously threatens public security and social stability.At the national level,China has established a Chinese characteristic of "one case and three systems" as the core of the emergency management system.The response of the crisis has been guaranteed by a certain system,which has laid a good foundation for the long-term stability of the country.Urban community,as the cell of the city,has the characteristic of sensitive response and it is close to the masses,and it plays an important role in emergency management.The national governance system and the modernization of governance ability have promoted the value leap of urban community from "management" to "governance" in theory and practice.It is the general trend to emphasize the participation of social forces in the governance of public affairs.The traditional administrative leading community management has obviously been inopportune.The cooperative community-based governance of the multiple parts has gradually become a realistic choice for the community public crisis governance.Based on this background,this paper determines the cooperative management mechanism of community public crisis in Lanzhou as the object of study.By using the method of investigation and research,the author conducts interviews in many streets,neighborhood committees and residents' homes in Lanzhou.And through the collection and analysis of the data and interview collation research,finally found the problem and draw a conclusion.At present,at the urban community level in Lanzhou City,some achievements have been made in public crisis management,such as the development of a simple emergency work process and a variety of emergency preparedness plans.However,there are still many problems such as incomplete laws and regulations,inadequate organization system,lack of integration of emergency resources,insufficient information communication,lack of concept culture and so on.Therefore,it is proposed to construct a cooperative management mechanism for community public crisis in Lanzhou City.It is suggested that the principles of such coordination should be formulated first,such asadhering to the leadership of the Party,governing according to law,democratic consultation,prevention as the main,people-oriented,and so on.Then it analyzes the multi-cooperative subjects involved in the management of community public crisis,clarifies their position and role in the governance,at the same time clarifies the power source of the multi-subject participation.In order to build community public crisis cooperative governance mechanism,it based on decision-making mechanism,security mechanism,supervision mechanism as the core of the cooperative operation mechanism.Finally,the paper discussed the ways to realize the community public crisis management.
