Nowadays,the functions of public institutions are further extended and people's demand for public services is increasing,coupled with the limitations of establishment,the flexible employment group of non-permanent staff has become an indispensable force for public institutions to carry out their work.The contribution made should not be underestimated.At the same time,people's ever-increasing demand for medical and health care has resulted in an ever-increasing scale and workload of the medical and health system,and a rising trend of non-permanent staff.However,present a complicated and varied labor relations and mutual influence of various subjective and objective factors,cause the non-permanent staff and staff members bear the same work,but in both pay remuneration,social security and career development there is a big difference in such aspects,belong to the vulnerable groups.Therefore,we should correctly understand the importance of the non-permanent staff,actively adopt various effective measures to effectively safeguard the rights and interests of non-permanent staff,improve the stability of the contingent of non-permanent staff and promote the orderly development of the medical and health system.In this paper,using the method of literature research,on-the-spot investigation,case analysis,from the interpretation of the medical and health care system is not the relevant concepts and constituent elements of the non-permanent staff,combining the theory of responsible government and public human resource management theory,from the theoretical level of the connotation of the members' rights and interests protection in general.Through to the Jilin city 13 medical and health unit to on-the-spot investigation,understanding and combed the Jilin medical and health system of the present situation of the non-permanent staffs' rights and interests protection,makes an in-depth analysis and discussion on the problems of non-permanent staff in medical and health system in Jilin city,which are urgently needed to be solved,and combined with the above analysis further put forward the targeted countermeasures and Suggestions,in order to dissolve the Jilin city health system in the non-permanent staffs' rights and interests safeguard the difficulties faced in concrete operation.At the same time,it is hoped that the case of Jilin city can be analyzed,and it will provide some reference for the protection of rights and interests of non-permanent staff in medical and health system in other provinces.
