Research On Function Performance Of The Government Pricing Departments From The Perspective Of The Relationship Between Government And Market

Since the founding of People’s Republic of China,we have gone through the transformation from a highly centralized planned economic system to a socialist market economic system for more than 60 years.The price macro-control has undergone tremendous changes along with the transformation of the economic system and the phased change of the economic development.Under the planned economy system,the government directly managed economic activities by administrative means in the first thirty years since 1949.Pricing power is highly concentrated in government departments.The price of each link of social reproduction is firmly controlled by price department through the planned price.To a certain extent,it safeguards the stability of the national economy and people’s life,but it also brings about the imbalance of economic development,the lack of production enthusiasm and the low living standard of the people.In 1978,China’s economic reform begins.Since then,we have experienced "mainly planned economy,supplemented market adjustment","plan and market unification "," large-scale price liberalization "," market formation price "and so on.Nowadays,the price mechanism is the core of the market mechanism,and the market determines the price is the key to the market in the resource allocation.It has become the consensus of all sectors of the society.In line with the reform of economic system and the price system,price department has also undergone complex institutional changes.The main functions of price department are changing from price control to price regulation.Based on the relevant research results and the government regulation theory,social theory,market economy price system theory,carding process of price changes in China department functions are divided into five stages since 1949,namely:planned price system stage(1949-1978)the price reform stage(1978-1984),price reform and consolidation stage(1984-1991),the establishment of the socialist system of market price stage(1992-2000),improve the socialist market price system stage(since 2001).This paper describes the characteristics of each stage,management organization,legal system changes track,and analyze the function performance of the situation with the Nantong Municipal Price Bureau as an example.With the help of price formation mechanism,price regulation mechanism,price regulation mechanism,it is easy to find the dilemma and the reason.In order to better adapt to the direction of China’s economic system reform and institutional reform,Then the suggestions of changing the price department functions are given,in order to better adapt to China’s economic system reform and the direction of institutional reform.
