At present,our country is in the period of social transition.In this process,the first appearance is complex frequent dispute of contradictions and problems of the society.According to the situation,in recent years,the court,the judicial administrative organ and the local governments’ organizations and agencies,are all building a diversified dispute settlement mechanism to achieve all facets of public security and safeguard social stability and harmonious development.People’s mediation system is getting more and more attention.People’s mediation,as a non-legal dispute solution of the original to resolve contradictions in our country,plays an important role in dealing with contradictions among the people,resolving civil disputes,maintaining social stability,etc.LongCheng district of Chao yang is one of the important part of Liaoning province.It’s people’s mediation work walks in the front.By strengthening the construction of people’s mediation work standardization,promoting the development of the people’s mediation work and innovation,it establish a "3 level " people’s mediation network structure,to build a long-acting mechanism of "big mediation".Currently it has a total of 108 mediation organizations at all levels in the region.The one evaluate 12 the people’s conciliation committee,90 village(community)the people’s conciliation committee,six professional and industry of the people’s conciliation committee.The number of people’s mediators is 462.The goals are to deal with that hot social disputes,to prevent and reduce crime,to promote social long-term stability.The particular ways are establishing the disputes to help solve work mechanism,making a dispute resolution resources fully integrated mechanism and the "three adjustable linkage" docking mechanism,mediation funds implement the policy of "project funds".But Longcheng district people’s mediation work are still exist disadvantages.For example,the basic people’s mediation organization function is weakened,the marginal linkage is not yet implemented,people’s mediators quality is uneven,the judicial administrative organ and the court of people’s mediation work instruction does not reach the designated position.The author believes that the practical countermeasures to solve these problems by collecting data for analysis and research through interviews,fielding trips and other research methods are to strengthen and improve the joint mediation mechanism,to achieve the marginal joint adjustment,to improve the quality and quality of the people’s mediators,to improve the guidance and supervision of people’s mediation work,and to strengthen the judicial confirmation mechanism.
