| With the continuous deepening of the reform and opening up,and the ceaseless progress of society,the role of the government has also changed.The demand for high quality,high efficiency and high standard of administration is becoming higher and higher,which puts forward to a new task for the civil service construction of the administrative agencies in adapting to the development of the new era.The civil service examination and recruitment system is the source of the administration’s supplementary "fresh blood".It has played a positive role in building the team of civil servants who are supposed to meet the requirements of the new era.At the same time,the examination and recruitment of civil servants in Liaoning Province has been carried out for several years till now.It has not only brought a large number of high-quality "fresh blood" into administrative agencies,but also promoted the development and progress of society.Simultaneously,it should be seen that although the construction of the civil servant examination system has achieved fruitful results,it has produced some problems:On one hand,the setup of civil servant examination positions as the "window" of civil servant examination and employment is of great significance to both candidates and employers,but the relevant research in China is relatively weak.Andit is very important to standardize the setup of positions to the daily administration of administrative agencies,the allocation and utilization of talents,and the promotion of administrative efficiency.On the other hand,the setup of civil servants’ examination positions involves the fairness of examinations.The rationality of position setup directly affects the scope of relevant candidates,the overall evaluation of the civil servant examination,the construction of a society ruled by law,and the harmony and stability of the society."Administration" refers to the public administration of social affairs carried out by the state,and "position" refers to the work position that undertakes certain tasks and has corresponding responsibilities.The setup of positions in administrative agencies refers to the various kinds of positions in the state administrative agencies that assume certain functions because of their role in the organization.2The setup of civil servant’s examination position is the key to realize the personnel matching,which is the "source" of entering the civil servant team to improve the quality of the talent team of the administrative agencies and adjust the personnel structure,and is one of the core foundation to strengthen the construction of talents contingent.Therefore,the research and analysis of civil servant examination position setup,especially the statistical research and analysis of status of civil servant examination recruitment of Liaoning Province,has played a positive role in promoting the examination recruitment work of civil servants of Liaoning Province,perfecting the employment system construction of civil servant examination of Liaoning Province,strengthening the civil servant team construction of administrative agencies of Liaoning Province.At present,most studies on the examination and recruitment of civil servants are related to the macro level of civil servant examination system,as well as the setup of qualification conditions at the micro level,but the research on the examination position setup at the middle level is relatively scarce.The setup of civil servant’s examination position includes the general situation of employers,position information,qualification condition,opening proportion setting,interview proportion setting,requirements related to the position,and so on.The purpose of this paper is to study the rationality,fairness and interest relevance of civil servants’ position setup in the process of civil servant examination,not just to study the civil servant examination system and the civil servant position setup.Besides,this study is limited to Liaoning Province,surveying civil servant examination position setup contents of Liaoning Province in the past ten years,with horizontal comparison with other provinces and cities in this aspect through literature research and interviews.It is intended to find current problems of position setup in the process of examination and recruitment of civil servants,analyze causes,and put forward to relevant countermeasures. |
