Research On The Work Of "A Project Based On Public Opinion" Of The Guanganmenwai Street,Xicheng District,Beijing

"A PROJECT BASED ON PUBLIC OPINION"("APBOPO")designed and launched by the people’s Government of Xicheng District,Beijing,"APBOPO" has transformed the public into a direct participant from passive acceptor to the people’s livelihood by giving people a high level of right to know,participation,decision-making and supervision.By developing "APBOPO",public goods can be supplied more accurately Guanganmenwai Street has the characteristics of wide area,large area and high density,and the various needs and problems of people’s livelihood in it are various and complicated,so the practical experience of the street is very representative.Through the implementation of "APBOPO" in the street,the people’s public decision-making power has been has been paid more attention,the quality of life has been greatly improved,and the social governance pattern of co construction,co governance and sharing has been gradually formed,the same time.At the same time,there are four problems of slow function,single project content,insufficient fund guarantee and long overlong project execution cycle,which hinders the implementation of relevant work,affects the effect of implementation,and damages the interests of the public.This article focuses on the current situation of "APBOPO" in Guanganmenwai Street,and provides some solutions to help solve the problems in its practical work.Based on the theory of public goods and the theory of new public management,this article makes use of the methods of literature research,interview and investigation and case analysis to summarize and discuss the experience and deficiency in the actual work of Guanganmenwai Street,and put forward solutions to the common problems in all aspects.This article is divided into five chapters.The first chapter is the introduction,which mainly includes the background,significance,content,theoretical basis,research status and research methods.The second chapter is the outline of "APBOPO".It explores its connotation by elaborating the working mechanism of "APBOPO" and the interrelationship between multiple subjects.The third chapter is the status of "APBOPO" in the street.Through the introduction of the general situation of the street,the basic situation of the implementation of its"APBOPO" is introduced,and then the achievements and problems are summarized.The fourth chapter is the analysis of the causes of the problems in the work.Starting from the problems,combined with the actual work situation,the causes are analyzed.The fifth chapter is a number of suggestions to solve the problem.From the cause of the problem,it puts forward some suggestions to adjust the organizational structure of the main responsibility department of the street "APBOPO",to improve the public participation mechanism,to revise the project and to improve the evaluation system.
