| Recently,the problem of providing service to the elderly is drawing increasing attention in China.The CPC and China's government make great efforts to develop a social service system to support the aging population.The President Xi Jinping stresses that,to fulfill the diverse demand of the elderly and solve the problems of aging population is important to China's long-term development and peoples prosperity.In Beijing,the capital city,the aging problem is quite serious,as the structure and the demand of aging people is diversified.To comprehend the development of social service for the elderly people in Beijing is beneficial to improving the aging theory,promoting people's prosperity and developing a international metropolis which is more amiable to the old.Based on the theory of demand overflow,this paper provides an overlook on the resource distribution and exchange cost of service provision and develops a model to clarify the overflowing and non-overflowing demand of the old.Besides,it comprehend an dynamic analysis to clarify the responsibility of different agents.Moreover,an empirical analysis is to be provided based on the field research in Maizidian Subdistrict in Chaoyang District,Beijing.Through the combination of theoretical analysis and empirical analysis,it is clear that under the existing system of family pension,community pension,institutional pension and other old-age services,we should adhere to the principle of "the public sector is sending carbon and the main body of the market is icing on the cake".At the same time,we should increase the supply of services within the family,improve the structure of family resource endowment,and curb the transformation of non spillover demand to spillover demand as far as possible.Through family or individual,market,and public departments should perform their duties,thus forming a perfect organic old-age service system.The following revelations can be drawn:first,we must attach importance to the irreplaceable nature of family support for the aged,and cultivate and publicize the social values of "filial piety first".Two,we should improve the content and mode of community daily care services,and form a complementary supply service system.Three,we should continue to attach importance to and increase services for the elderly's spiritual and cultural needs,and play the role of "spiritual support for the elderly".Four is to further develop the network platform to improve the advantages of the pension service system.The thesis is divided into five chapters:the first chapter is the introduction,including the background and significance of the research,research methods and ideas,main contents and innovations.The second chapter is the connotation and extension of the basic level old-age service system,including the definition and main characteristics of the basic care service system at the grass-roots level,the extension analysis of the basic old-age service system at the grass-roots level,the present situation of the construction of social old-age service system and the outstanding problems.The third chapter is the construction of the basic old-age care service system based on the theoretical analysis of demand spillover,including theoretical basis and theoretical analysis.The fourth chapter is the empirical research on the basic social endowment service system in the capital from the perspective of demand spillover,including the case background,empirical analysis and research inspiration.The fifth chapter,the basic social old-age service system in the capital of the capital to improve the countermeasures and suggestions,including improving the home old-age service network,improving the service capacity of the institutions for the aged,strengthening the ability of family support for the aged,improving the social participation of the elderly,and enriching the spiritual and cultural life of the elderly. |
