Research On The Influence Process Of Media On Policy Agenda Under The Internet Environment

In modern society,media plays a crucial role in setting policy agenda.The finiteness of material resources,time,and financial resources decides that it can’t be avoided the social issues comeing into the policy agenda.It is very important that how to put issues into the policy agenda under a limited resource-constrained environment.In the age of media convergence,media can no longer simply act as a top-down communicator,insteadly paying more attention to interaction.There are complementary advantages between traditional media and new media.On the one hand,the fission transmission of new media enlarging the focusing events and highlighting the seriousness of public issues,to a certain degree,it represents the public attention,making policy issues accessible to policy makers,and inputting policy issues.On the other hand,the new media will collect opinion polls and forming social pressure,at the same time,traditional media’s reports add the objectivity of events.In the existing power logic and system.local government officials will catch hot spots quickly and take corresponding actions to set the policy agenda.If the focusing incidents break local regulations,public opinion will force higher authorities to take actions directly.It also sets the policy agenda.Based on the comparative analysis and case analysis,this essay specifically discusses how the media agenda affects the policy agenda.On the basis of the positive impact of the media and the different roles of the traditional media and the new media in the policy agenda setting,the media’s two pressure paths to the policy agenda are put forward.Based on the discussion of the pressure path of the media on the policy agenda,the 2010 Shanxi Vaccine Case and the 2016 Shandong Vaccine Case are compared,the policy agenda setting role of the new media in the Internet environment is highlighted.At the same time,Multiple Streams Theory is used to analyse the 2016 Shandong vaccine,revealing the effects of traditional media and new media on policy agenda.Our country has not introduced the press law,so the pressure path of the media can only be limited to the political and policy issues.If the media is beyond the control boundary,it cannot influence the policy agenda.Therefore,the public policy makers need to respond more actively and collect public opinions initiatively to promote positive interaction.Only in this way,can they improve the scientific and democratic level of public policy making continuously.
