At present,the rapid development of global informationization has posed new challenges and opportunities for government departments to undertake and provide efficient and high-quality public service functions.The service-oriented administrative reform has become an inevitable trend for various governments in our country to adapt to the development of the times.Building a service-oriented government is a new requirement put forward by the party and the state for changing the functions of the government,deepening the reform of the administrative system and improving the quality of government public services in the new era.The social management functions undertaken by local governments are becoming increasingly heavy and detailed,so is the pressure to build a service-oriented government.The wide availability of modern information and communication technology provides an objective possibility to shape a seamless and all-round service to government so as to make government portals a new and effective way to promote the construction of local service-oriented government selection.Based on the study of the construction of advanced government portals both at home and abroad,this paper uses the method of literature analysis and the combination of theory and empirical analysis.Based on the study of Liaoning Provincial Party Committee and Liaoning Provincial Government.From the review of the development history of the people's Minxin website,the results obtained to the problems raised,the reasons for the existence of the problems were analyzed in four aspects,elaborated the people's Minxins in accepting complaints from the masses,accepting the masses to supervise and innovate the way of citizens participating in politics At the same time,it analyzes the problems such as ambiguous positioning,unsound institutionalization of operational mechanism and unbalanced development of various functions of the website.At the same time,with the current Central Committee and Liaoning Province,the relevant policies and systems and guidance on vigorously promoting e-government work and service-oriented government building,etc.,to conduct a more detailed analysis of the problems.Finally,in view of the relevant issues,the article puts forward policy suggestions on clarifying the role of the government,positioning the portals' rights and responsibilities,strengthening the concept of government affairs service,establishing a long-term mechanism for sustainable development of local government portals,and improving the regulatory evaluation mechanism.Expecting to provide a reference for the construction of local government portal in our country.
