Analysis Of The Effect Of People's Congress Proposal System On Public Policy

People's Congress system of China is the most important and characteristic design of socialism with Chinese characteristics at the top,its importance is embodied in that it is China's fundamental political system,the major issues of the legislation,decision,personnel appointment and supervision of the four basic functions are the key areas of China's political life,its characteristic is that it is originated from the western democratic political representative in China's national conditions to achieve unique form.Proposal and suggestion is a very important link in the process of the National People's Congress,and also the most public attention points when the annual "two sessions" were hold,as compared with the National People's Congress on behalf of the role and the other way,proposal and suggestion suggested a bottom-up function and feature of public opinion,Proposal and suggestion come from the collection of public opinion by NPC members.lt has the force of law,and directly affect the government's public policy.The agenda of public policy includes the government agenda and the policy-making agenda,and it is suggested that the proposal and suggestion as an external policy of the government can directly affect the setting of the agenda.Based on JohnW-Kingdon's multi-source flow,this paper analyzes how the proposal of the proposal makes its reflection into the public policy agenda.Through the theoretical origin of three streams:stream and political stream streams,policy analysis,we see how proposal and suggestion make the organic combination of the three streams,open the window of the policy.Based on the proposal and suggestion of S city people's congress,this paper proposes the status quo of the proposal and suggestion work,and explores which proposals are more suitable for the government's appetite and easier to enter into public policy vision.At the same time,by using multi-source flow theory a typical case analysis is carried out on a proposal to enter the policy agenda and a proposal not to enter the policy agenda.In this paper,combining with the status quo of National People's Congress to suggest the constraints of the proposal,proposal suggestion system's own insufficiency,the proposal and suggestion that don't meet the expectations of the public aspects explains proposal and suggestion limitations of the impact of public policy:NPC member is a part-time job,too many officials in NPC member and bureaucratic trend of the NPC institution influence the exertion of function of proposal and suggestion.The formalization of the proposal and suggestion work and the lack of evaluation mechanism of the proposed proposal and suggestion make it difficult for many proposal and suggestion to be implemented into public policy.Without the support of the public and the nutrition of public opinion,the proposal has lost its foundation as a form of public expression and weakened the sense of political existence of the NPC member.This article choose four ways to give solutions of the situation that proposal and suggestion is inconsistent with the status quo,and to promote a larger impact on public policy from proposal and suggestion system method,to make proposal suggestion work become the effective way for NPC system to participate in political life,which are NPC member,proposal and suggestion work institutions,government and the public.
