The Grass-roots Public Security Police Quality Promotion Problem Research

With the development of the socialist market economy system of our country socialist market economy and democratic political system and many other aspects are gradually narrowing line links with the advanced world level distance,brought about by the development of science and technology such as modern transportation,communications and security management diversification,leading to many new problems and new situations and new problems,also lead to public security work is facing the public security,criminal cases are more diversified and the detection rate of decline,rising incidence of such new problems.To improve the quality of police at the basic level,to the quality to the police,to combat,the establishment of a social development and requirements,very tenacious fighting force,become a difficulty task.In view of this,this paper based on the theory of street level bureaucrat and public security theory,social governance theory,the definition and connotation of the two core concepts of the grass-roots public security police and police at the basic level of quality,in the domestic and foreign scholars on the quality of civil servants,police officers,police quality and so on basis of analysis,the current public security the personnel system is not perfect,the public security work tasks,high pressure,high devotion,low return,education and training mechanism is not perfect and other reasons,resulting in grassroots police ideological and political quality is not high,not solid theoretical knowledge,business ability,physical and psychological quality standards and other issues.In reference to the United Kingdom and the United States,Japan,Denmark and other countries to enhance the quality of grassroots police experience,proposed to enhance the quality of primary police suggestions,from strengthening the ideological and political construction,strengthening education and training mechanism,improve the grass-roots police psychological security system,improve the supervision mechanism of the various aspects of the countermeasures suggestions,hope these suggestions will be to enhance the quality of current grassroots police play a positive role,also hope to attempt to study the problem of grassroots police qualities can provide help for academic research in this area.
