Research On Community Governance In The Administrative District Of Bao'an,Shenzhen,China

In urban society,community is the basic unit and“foundation”of social governance.The key task to improving social and grassroots governance is to initiate innovations in community management.Indeed,it is a major issue to enhance urban community governance and make innovation in urban modernization process.Bringing in new ideas in community governmental pattern,in a sense,preordains the levels of community development,in terms of both its sustainability and its comprehensiveness.With the rapid development of community construction,how to optimize current community pattern and to innovate in social governance and integration mechanism are the problems needing to be immediately resolved.Shenzhen,the forefront region of reform and open-up,has currently produced a lot of innovative explorations in the field of urban planning and social management.Bao'an district,the very first administrative area of Shenzhen as well as the pilot of community governance,has thus accumulated a great deal of experience in this aspect.While important goals are achieved,problems and challenges are also revealed.How to effectively improve the level of community governance in Bao'an District of Shenzhen bears practical significance.In light of concepts and theories relating to urban community governance,such as marketing failure theory,governmental failure theory,polycentric governance theory,and citizen society theory,this paper uses Bao'an district as a window of opportunity to thoroughly evaluate current governmental situation.Additionally,this paper analyzes the existing governance predicaments from the aspects such as community management,the mechanism of community autonomy,community resource allocation,residents' participatory willingness,the advocacy capacity of local talents and differences in the development of community social organizations.Corresponding suggestions with regard to the optimization of community governance in Bao'an district are subsequently put forth.These humble suggestions include:1)acknowledging the dominant role that the Communist Party plays in community development,2)ameliorating identified shortcomings associated with the current approaches in community management and maintenance of public facilities,3)encouraging players from different sectors to participate in community governance,4)streamlining the overall mechanism of community governance,5)enhancing the professional level of community management personnel,and 6)strengthening the coordinated development of community organizations.
