Research On The Construction Of The Rule Of Law Culture In Fujian Rural Areas From The Perspective Of Ruling The Country By Law

The rule of law is the objective requirement of the development of the socialist market economy.It is an important symbol of the progress of the national democracy and the rule of law.It is an important condition for the great prosperity and development of the socialist culture with Chinese characteristics and an important guarantee for the long-term stability of the country.The decision of the Fourth Plenary Session of the Eighth Central Committee of the Eighth Central Committee of the Communist Party of China on "Several Important Issues Concerning the Administration of the Law in Accordance with the Law" pointed out that"comprehensively promoting the rule of law by law,the overall goal is to build a system of socialist rule of law with Chinese characteristics and to build a socialist country under the rule of law" "We must carry forward the spirit of socialist rule of law and build a socialist culture of rule of law." Comprehensively promote the rule of law,foundation and focus in rural areas.It is of great significance to promote the rural modernization and rule of law construction in Fujian Province by excavating the cultural resources of the local rule of law in Fujian and constructing the culture of the rule of law in Fujian.There are six chapters in this article.The first chapter is the introduction.First of all,through the background of the research topic leads to the significance of this study;and then combing the domestic and international research on the rule of law culture,the rule of law culture to build the basic theoretical system;Finally,the full text of the research ideas and research methods,Research innovation and shortcomings.On the basis of combing the literature,the second chapter expounds the related concepts and theoretical basis of this study.The first part mainly summarizes the connotation of the rule of law culture,combs the distinction between the rule of law culture,the legal culture,the legal culture and the connection,briefly describes the connotation of the whole country according to the law and the socialism of the Chinese rule of law and the construction of the rural legal culture content.The second part mainly systematically combs and summarizes the Marxist cultural theory and the Chinese Communist Party's rule of law.The third chapter is to grasp and clarify the necessity of strengthening the construction of the rule of law culture in rural areas of Fujian province from the perspective of ruling the country according to law.It is also an important part of the construction of rural socialist culture,which is an important part of the construction of rural socialist culture.It is also an important content of the urgent need to realize the modernization of Rural Governance.It is also an important content of the development of rural socialist culture.The fourth chapter is the focus of this article,that is,on the basis of empirical research to understand the current situation of the construction of the rule of law culture in rural areas of Fujian Province,summed up the problems of rural legal culture construction in Fujian Province:the weak sense of the rule of the people;the lack of cadres and the rule of law;Lack of cultural talent in rural areas of the rule of law.And analyzes the dilemma of the construction of the rule of law culture in Fujian province from the aspects of economy,culture and politics.The fifth chapter is the core content of this article,that is,the problems and the causes of the construction of the rule of law in Fujian Province in front of the village,from the economic construction,cultural construction,institutional construction and other aspects of the construction of rural culture in Fujian Province,effective and specific countermeasures and suggestions.The first is to excavate the cultural resources of the rural legal system in Fujian,highlighting the characteristics of the construction of the rule of law culture in Fujian Province.Followed by strengthening the rural culture of the rule of law construction investment,to create the province of Fujian Province,the main body of the rule of law culture.Moreover,the most important thing is to improve the reform of rural management system from four aspects:legislation,power operation mechanism,judicial system reform and realize the whole people's compliance.Finally,deepen the rural economic reform,and create a legal environment.The sixth chapter is the summary and prospect of this study.The final goal of this study is to discuss the suggestions on the construction of the rule of law culture in rural areas of Fujian Province in the light of the rule of law,and point out the future direction and prospect of further research in this field.
