Research On Burden Sharing Mechanism Of Community-based Housing Support In China

With the development of economy,the improvement of medical level,the increase of health concerns,population longevity has been stretched,and aging population has become a worldwide trend.China is a typical representative of aging country in the world,the number of aging people is the the highest as well.Offering a good service for the aged is not only the urgent needs of the elderly,but also an inherent requirement to improve people's livelihood and build a harmonious society.In general,there are mainly three kinds of endowment patterns,namely,family endowment,institution endowment and community-based housing support.Influenced by the traditional conception,the old people are used to live at home when they getting old.But the current social family structure and people's values have changed a lot,the traditional way of family care is difficult to adapt to the rhythm of contemporary social life,and it is also difficult to meet the diversified needs of the elderly.Be stricted with the traditional concepts,limited financial resources and difficulty in assuring of service quality making institutional endowment hard to solve the pension problem for large scale.However,community-based housing support effectively integrate the weakness of family endowment and institutional endowment,make up for the deficiency of the state function and feeble of family in bearing the responsibility to take care of the elderly.In the context of the aging population,the increasing number of aging population making the demand for pension services increased.But in the pension services,the main responsibility of the related subjects is blurred,which affects the quality of old people and the modernization of our country's aging project.In this respect,this paper first introduces the concept of community-based housing support and the concepts of burden sharing mechanism as well as the related theories;then taking example of Shanghai,Ningbo and Lanzhou to analyze the three specific modes of our community-based housing support,and accordingly isolated three subjects as the government,market and family.Which are public sector,the non-public sector and the informal supportive system,further,make researches and discuss the responsibilities they should take.On the basis of this,it points out the problems existing in the three main body of the community-based housing support in China.Finally,in view of existing problems in the community-based housing support of burden sharing mechanism,put forward some suggestions and advice on improving our country's community-based housing support.
