Under The Background Of Comprehensive Law Of Leading Cadres Of The Rule Of Law Thinking Cultivation Research

The report of the 18 th CPC National Congress puts forward that we should enhance the leading cadres' ability and thinking of governing by law,so as to enhance their ability to use the law-based methods to deepen social reform,promote social development,solve social contradictions,and maintain social stability and development.In the Fourth Plenary Session of the 18 th CPC Central Committee,the policy of governing the country by law was explicitly proposed.Based on this background,this paper carries out the research on the methods to cultivate the leading cadres' thinking of governing by law.There are four parts in this paper.The first part is the introduction,which mainly discusses the research value and significance,the research status quo at home and abroad,and the research objectives and methods.It also determines the research direction of this paper.The second part focuses on the cultivation of the leading cadres' thinking of governing by law under the background of a comprehensive law-based governing,and discusses the connotation of the all-round law-based governing and the thinking of governing by law.The third part expounds the issues of leading cadres' lacking of the thinking of governing by law,and mainly analyzes from the performance,adverse effects and reasons.The fourth part mainly expounds the methods to cultivate the leading cadres' thinking of governing by law.According to the different reasons,the paper proposes different methods to deal with respectively: through the method of cultivating leading cadres' five thinking,the standard of rights consciousness of leading cadres could be enhanced.By establishing the socialist concept and belief of governing by law,leading cadres' thinking of governing by man could be abandoned.By optimizing environment of socialist law-based governing,leading cadres' thinking of governing by law could be promoted,and therefore the paper comprehensively and systematically elaborates the effective methods of training of leading cadres' thinking of governing by law.
