Research On The Cultivation Of Leading Cadres Legal Discourse

At present,our country is in the key period of the construction of the rule of law,the rule of law and the rule of law.It is of great significance to cultivate the legal discourse mode of leading cadres to promote the construction of the rule of law in China and the implementation of the strategic policy of governing the country by law.In the eighteen major reports,it is pointed out that it is necessary for leading cadres to improve their ability to deepen reform,promote development,resolve contradictions and maintain stability by using the rule of law thinking and the rule of law.But at the present stage,there are still some problems in the discourse of leading cadres,so it is necessary to study this in order to improve the social management ability of leading cadres.In this paper,the current situation and existing problems of leading cadres’ discourse are expounded,aiming at studying the path of leading cadres’ legal discourse.Through literature research,consulting the literature at home and abroad and referring to the relevant research results at home and abroad,this paper discusses the importance of the legal discourse behavior of leading cadres in the process of building the rule of law,as well as the analysis of the existing problems of the leading cadres’ discourse,and the analysis of the legal discourse and the thinking of the rule of law at home and abroad by using the comparative study method.Different viewpoints and achievements;and the corresponding theoretical viewpoints are expounded through summing up induction.First,it defines the basic concepts of leading cadres’ discourse,rule of law thinking and legal discourse,and describes the relationship between the two concepts of power discourse and power thinking,legal discourse and rule of law thinking,and expounds the theory of speech act and discourse,the basic theory of power.Secondly,it reveals the current situation of leading cadres and the problems of discourse,such as the leading cadres’ wild language,the serious phenomenon of disordered language,or the use of discourse as power output tools.On this basis,the reasons for leading cadres’ discourse problems are analyzed,such as the lack of leadership discourse restriction and leading cadres’ regulations.The lack of consciousness and the lack of consciousness of citizens’ rights.Finally,the path and methods of leading cadres’ legal discourse are put forward in three aspects: the cultivation of the consciousness of the leading cadres in the rule of law,the training of the legal discourse quality of the leading cadres and the construction of the platform of the leading cadres’ discourse system.
