A Study On Function Optimization Of Road Transportation Management Organization In Tianjin

In recent years,the pace of government institutional reform has been accelerating gradually in China.According to the important decision of the CPC Central Committee on deepening the reform,the government departments must transform its political functions to build a service-oriented government.This is the demand of the time and the need of development.As an important member in the government department,the administrative department of road transport should also positively practice the decisions making by the party and country and transform its political functions to make sure the steady development of Chinese road transport.In practice,the management department of road transport should do well in daily supervision and management work in the open type development and further transfer functions and power to a lower level,such as the decentralization of examination and approval power,etc.to streamline administration and delegate power to the lower levels.For the administrative department of road transport in Tianjin,they should optimize their own management methods,sort out the work priorities and difficulties,define their terms of reference and actively respond to the new road transport safety form based on the premise of dealing well with the daily affairs.The study on the transformation of road transport government functions in Tianjin might be the reference for the public administration of road transport in Tianjin.At present,the specific study on the optimization problems of the road transport administrative functions in Tianjin is relatively less.Therefore,this thesis will study in this aspect which still has some space to research.In this thesis,the background is responding to the comprehensive reform in our country and further transfering functions and power to a lower level to push the function adjustment in the administrative department of road transport in Tianjin.Based on the analysis of relevant theory of function adjustment in administrative department of road transport,the domestic and overseas research status and the analysis of the main problems that exist in the current situation of administration functions of road transport and the public administration of road transport,some pointed reform suggestions and countermeasures will be given through the positioning analysis of the functions of road transport administrative department in Tianjin.This dissertation focuses on the theme of the functions adjustment of the road transport management institution in Tianjin,according to the background requirements that China is in the transition to the public service-oriented government and based on carding administrative functions transformation theory,then gives the main problems of Tianjin city road transport administrative functions in the industry regulation,market access,market supervision,public service and points out the reasons of the problems.Also through the analysis of the principle and the core problem of adjustment of the administrative functions of road transportation in Tianjin City,this paper draws the advanced experience of transformation of the administrativefunctions of domestic and international road transport and finally puts forward some countermeasures and suggestions to make the corresponding adjustment to the existing problems of Tianjin city road transport administrative functions.
