As an important node of the new urbanization process in China,excessive sized towns have played an increasingly important role in retaining employed population,developing regional economy,stabilizing social relations,consolidating the administrative foundation and etc.The performance of the town government is closely related to the development of excessive sized towns.However,the institutional setting and the staffing system of the traditional town-level governments are incompatible with the growing public affairs of excessive sized towns,forming a unique "tiny horse with giant cargo" phenomenon.Using the collaborative theory to break the barriers between the existing departments,to use human resources more flexibly,and to operate more efficiently;can make the existing institutions to rejuvenate,to bring out the greater potential,and to develop various affairs of excessive sized towns better and faster.The excessive sized towns in many areas are actively seeking ways to enhance the coordination capacity between executive departments,as well as carried our several cross-department collaborative practices.This paper has discovered that there are several problems relating to system,policy implementation and culture during the process of coordination through related researches and practices.By examining the coordination between several town government departments of southeast coast of Fujian province,three major causes have appeared for mentioned problems.First cause is the lack of legislation.Second cause is unclear division of departmental responsibilities and solely pursuit of departmental interests.And the third cause is the existence of department-based and bureaucracy thinking.In order to solve the coordination problem among administrative departments in excessive sized towns,we can start from the following three aspects:constructing a unified,standardized and detail-oriented system from system level;clarifying divisional responsibilities,achieving information exchange and communication,and balancing departmental interested in implementation level;building trust,training staff,evaluating performance,supervising and checking in cultural level.These actions will promote the overall optimization between executive departments,achieve the functional performance of excessive sized town governments and promote social and economic development among excessive sized towns.
