Research To Promote The Synergy Of The Technological Innovation Of The Small-and-middle-sized Enterprise And Civilian Investment In Jiangsu

Entitled as the synergy of the technological innovation of the small-and-middle-sized enterprises (SMSE) and civilian investment (CI) is to solve two difficulties, difficulty of technological innovation financing in SMSE and difficulty of the startup of CI, in Jiangsu province. This paper manages to provide some idea and countermeasures for these two difficulties by exploring theories to accelerate modernization and strengthen our province.According to the research principles, firstly, this paper induces and searches some related theories to construct a framework and basis for scientific analysis; then it also makes a comprehensive analysis about the present conditions, problems and outlets of SMSE and difficulties, starting points and emphasizes to start CI. Some ideas and countermeasures are given to promote the synergy of technological innovation of SMSE and CI by referring international experiences.SMSE have a long history in Jiangsu, and they contributed a lot for eco-social development, but they still have many shortcomings, such as wholly low quality, low level products and so on. It is a key process to accelerate technological innovation, promote wholly quality and competence because we are affiliated in WTO and face the drastic marketing competence. SMSE are facing many problems, lack of capital is the biggest one among low technological equipment, lack of technicians, difficulty of getting money and other barriers. So integrating with CI is an inevitable way for technological innovation of SMSE.Using CI is a very important thing for economic development of Jiangsu, and the key is to find the strong starting point, it is also an inevitable trend to combine with the technological innovation of SMSE. Firstly, SMSE have a good prospect in technological innovation as the developing of high-tech; secondly, CI and SMSE both have clear subjects, clear property rights, simple relationship and other characteristics. SMSE also have other features, such as small size, wide distribution, large amount, wide involving property, and other characteristics which are suit for CI, andso on.The good interaction between technological innovation of SMSE and CI is one of the world themes. There are some international experiences about it. First, open market actively and encourage SMSE with technological innovative features; second, give preferential treatment on finance and taxes, and provide credit assurance and financial support; third, make market system more perfect, further formation of a complete service system; fourth, set down varieties of innovation plan, and introduce CI to take part in innovations of SMSE leading by some samples; fifth, construct sound institutional policies, safeguard technological innovation and investment for SMSE.From the discussion above, some ideas about how to integrate the development of SMSE and CI are given. 1. liberate thinking and changing ideas for further integration; 2. accelerate reformation of financial system and explore intrepidly to construct integrating platform as soon as possible; 3. improve investing environment and strengthen service system to improve integrating impetus actively; 4. make institutional policy more perfect and strengthen macro-coordination to provide integrating guarantee. There are some countermeasures to improve integrating, first, develop small-and-middle-sized financial institutes and widen investing channels; second, encourage carving out investment, improve integrating capital and technological innovation directly; third, exert the organizing and directing functions of the governments completely; fourth, construct preferring policies to encourage and improve integrating of CI and technological innovation of SMSE.
