On The Administration Accountability Of Our Country

The administrative accountability system has achieved some success since the large-scale outbreak of the SARS crisis in 2003.However,while achieving some results,it also exposes some of its problems.If the object of accountability is uncertain,the subject of accountability is unitary,and the procedure of accountability is not scientific and the operability is not strong.In the process of deepening the reform of the administrative system,solving the problems existing in the administrative accountability system is not only the need to comply with the demands of civil rights,but also the core requirement of the construction.This paper mainly uses case analysis and literature analysis in two ways to analyze the administrative accountability system and its practice,and from the perspective of administrative law as the starting point,the current China's administrative accountability system,the problem of the study,and to analyze the reasons,but also the reference of relevant experience abroad,as the basis for this perfecting the administrative accountability system.This article consists of five parts.the first part is the introduction,this part is based on the background of the current multiple accountability events,combined with the domestic and foreign research results,find the innovation and difficulty,on the basis of the clear research ideas and methods.The second part is a basic overview of the administrative accountability system,the first is to clarify basic concepts of administrative accountability system,followed by clear elements of administrative accountability system,the third is the inherent theoretical basis of administrative accountability,The third part is a comparative study on the practice and Enlightenment of the implementation of the administrative accountability system in the western developed countries.The fourth part discusses the main problems of the administrative accountability system in our country.The fifth part is also the core difficulty,namely through the research and analysis of China's 14 years of local governments at all levels to implement the administrative accountability system existing problems in the process,reason,combined with the realistic background of the reform of the administrative system,from establishing and perfecting the administrative accountability system,promote the administrative accountability culture,strengthen the publicity of of government information,the administrative accountability system and to carry out government performance evaluation combined with the aspects of seeking the way out of the predicament.
