The Research On Shenzhen Bao'an District Administrative Service

In recent years,in order to implement the decisions and arrangement of The Party Central Committee on further transformation of government functions,deepening reform of the administrative examination and approval system,and building a service-oriented government,strive to solve the masses strongly reflects the "difficult to work","low efficiency" and other issues,local administrative service center have to explore the administrative service mode to adapt to the new service-oriented government,set off an upsurge of applicant oriented administrative service reform.Since 2015,the "one door and one net" administrative service reform in Foshan Chancheng District has been unfolded in nationwide,in this round of reform,how to learn from the pilot experience,explore a reform plan that adapts to local realities has become the key to the reform.This paper takes Bao'an District administrative service as study object,guided by the thought of service in the new public management theory and the new public service theory,combines with the practical requirements of administrative service at the present stage--applicant oriented administrative service and "Internet plus" era of administrative service.First of all,the development history of Bao'an District administrative service and the "one door and one net" reform are described and analyzed,takes public satisfaction as a foothold,analyzes the problems that need to be improved urgently in the current Bao'an District administrative service,explores the causes of these problems.And then,through comparison,analysis and exploration of the administrative service modes in Foshan,Guangzhou,Tianjin and other advanced areas,put forward to promote the development of Bao'an District administrative services under the "Internet plus" situation needs to continue to improve the construction of community administrative service platform,implement the whole city by using information method,establish a trans-department collaborative approval system,make use of big data of administrative service to provide decision-making reference,realize the "zero running" of administrative approval and other countermeasures.Finally,this paper explores and analyzes the necessity and feasibility of the administrative examination and approval Bureau reform in Bao'an District,puts forward some problems that need to be solved in reform testing the water.
