Study On Elinor Ostrom’s Thought Of Institutional Governance

Elinor Ostrom’s started with the small scale resource management problems to discuss the importance of institution in resource management by the empirical research and previous theories,and she pointed out that the problem of public resource governance is the choice of collective institution,which will be attributed to the failure of the public resources governance.Elinor Ostrom’s thought of institutional governance has realized the system design of public resource management system.The thought of institutional governance is based on the bounded rationality hypothesis and emphasizes the diversification of governance structure,including a variety of hierarchical structure about the cooperative game,it points out eight principles of governance.Elinor Ostrom also aimed to provide a frame of institutional analysis and development,the main purpose is promoting the participation and cooperation,providing the basis for making reasonable policy and system selection by studying the influence people’s choice of action and the result with external variables including rules.The literature research method,comparative research method was used to study the the Elinor Ostrom’s thought of institutional governance,the paper introduces the main contents of Elinor Ostrom’s thought of institutional governance,and the formation and origin of Elinor Ostrom’s thought of institutional governance.To evaluate the thought of institutional governance from theoretical and practical perspective,and finally discusses the reference of the construction of national governance by law.Through the study of Elinor Ostrom’s thought of institutional governance,to define the subject in the supply system status,and try to grasp the essence of the theory to solve the problems in the governance,put forward the reasonable suggestions to find out the suitable way for the national public governance.
