Generally speaking, natural environment as public ecological products, was supplied by government, "the Visible Hand", or by market, "the Invisible Hand’". However, as conventional environmental managing way, neither government nor market is sufficient. Fn fact, the traditional administration methods cannot completely solve the environmental problems. Based on massive experiential studies, Elinor Ostrom, who broke through in the old thinking of either/or choice between government and market, found out "the Third Way" of public governance except from government and market, i.e., independent polycentric governance.This research attempts to find out a way to solve environmental crisis in China, especially to solve the problem of public participation in environmental governance in our country, thereby we can get some inspiration from the theory of independent polycentric governance. At present, it has widely recognized that public participation play an important role in the environmental governance. However, due to historical and cultural traditions, social and economic conditions and the influence of traditional environmental governance model, the performance of public participation in environmental affairs in our country is not very good. This dissertation focuses on the rights, the willingness and the ability of public participation in environmental governance, analyzing following problems such as why people cannot, will not and not be able to participate in environmental governance, proposing some countermeasures, aiming to improve the effectiveness of public participation.
