A Pilot Study Of Core Downward About Rural Grassroots Governance Reform In Qingyuan City

In order to solve the problem of rural grass-roots governance,at the end of 2012,through the innovation of the rural social governance,rural production and rural grass-roots party construction mode,Guangdong city in Qingyuan Province,the city's efforts to promote comprehensive rural reform,and achieved certain results.The focus of rural grassroots governance is a policy of rural comprehensive reform,that is to carry out the rural grassroots governance in the village or the village level implementation of the villagers' self governance is an important part of reform.Previous studies have focused on "purpose" and "effectiveness".In the process of reform,this paper will focus on the problems in the process of reform.In this paper,Qingyuan City,the first to start the reform of the three pilot towns as a sample,the perspective of policy implementation to analyze the focus of Qingyuan city.Through interviews and questionnaires to the villagers,and expert interview and cadres at all levels,work observation and other ways to obtain relevant data and information,and the interview content into the current situation and problems,causes and Countermeasures in the actual situation,focus on reform.This thesis consists of six parts.Firstly introduces the background and purpose of the topic,the domestic and foreign research on the villagers' autonomy is reviewed and analyzed.The study found that the implementation of the autonomy of villagers in the village and a group of villagers to be in-depth analysis from the perspective of policy implementation to view more less,and put forward in this paper is of significance for Qingyuan city focus reform,and put forward the research and design methods,research ideas and framework.Secondly,the introduction of the relevant basic theory and Smith policy implementation model,which is the basis of the research theory of the article.Again,reviewed the development course and current situation of the villager autonomy in the rural grass roots governance,and fully understand the general situation of the villagers' self governance in our country.Then,the background,purpose and content of the implementation of the Qingyuan center of gravity,clarify the reform of the sequence of events and practical effect,find out whether the pilot to achieve the desired objectives of the reform,focus on the process of facing the focus problems in the reform of the existing system,namely cohesion not that effect the masses is not smooth,some members of the village level organization authority play,village organization needs to be strengthened,and the enthusiasm of some village cadres and the masses to know is not high,the village committee to adjust operational problems,agricultural service needs to be improved.Then,by reason of the policy implementation process model a comprehensive analysis of the four dimensions of reform issues,the reason mainly lies in the policy itself,the implementation of the main problems,the target group of the problem and the implementation of policies and environmental problems and so on,which is the core of this chapter.Finally,in the basis of the analysis,put forward how to accelerate and optimize the center of gravity,which is perfect for a higher level of reform policies,increase policy support,improve the local welfare and incentive mechanism,policy scheme should be fully research and communication;to enhance the implementation of the main capacity,increase the village organization,responsible for the training of cadres at all levels.To improve the cognition of the target group;reform policy and the degree of participation,improve the overall quality of the villagers;optimize the policy environment,to improve the political,social,cultural and economic aspects.In the end,this paper points out that provides new ideas of governance,new exploration direction of innovation focus reform for rural grass-roots governance,is to explore a practical innovation,is also worth a long-term research project.The author's ability is limited,the lack of deeper research,the analysis and Countermeasures of this paper will be relatively superficial,but in the future will continue to pay attention to and study the reform of Qingyuan city.
