Research On New Type Of People-centered Urbanization Construction Issues Of Ningbo

Urbanization is the only way of modernization,and the greatest potential of China's development.Among China's current urbanization,there is a problem of population urbanization lagging behind land urbanization.Several major issues of deepening reform decision considered and passed by Third Plenary Session of the 18 th Central Committee of the Communist Party of China explicitly adhere to the new path of urbanization with Chinese characteristics,promote people-centered urbanization.In December 2014,Ningbo successfully shortlisted national new urbanization comprehensive pilot,Ningbo“People-centered” new urbanization is the current municipalgovernment and academic circles most concerned issue,and it is also a hot issue to be solved urgently.This paper starts from the connotation of new type of people-centered urbanization and combines the theory of it and the specific situation of Ningbo,and makes a systematic study on this issue.After the brief introduction of the relevant concepts and theoretical basis,this paper mainly discusses from the following aspects.Firstly,it analyzes the status quo of urbanization in Ningbo,points out the main problems and analyzes the causes of these problems,including institutional barriers such as household registration,land and social security,economic constraints and ideological and cognitive constraints.Then,it constructed an evaluation index system from Ningbo economic,demographic,and social,environment,and urban-rural integration,and systematically evaluates the development of new urbanization in Ningbo by using fuzzy analytical hierarchy process.In addition,this paper makes a comprehensive analysis on the development of new type of people-centered urbanization in Ningbo from the strengths,weaknesses,opportunities and challenges.What's more,according to the reality ofNingbo,aiming at the cause of the problem,putting forward countermeasures and suggestions from established the system mechanism,lay solid economical foundation,and emancipates the mind,change ideas.At last,clarify that the main concern of Ningbo new urbanization construction should lies in “people” It is necessary to give top priority to people's livelihood and ensure that the results of new urbanization will benefit the people.
