The Research Of The Defying With Violence And It's Control In Law-Enforcing Of City Management In Jiangdong District Of Ningbo City

With the speeding up of the enlargement process in Ningbo city,Jiangdong district has been the advanced construction in center of the city.Jiangdong district urbanization level has been improved,but also brought transient population explosion,public traffic congestion,deterioration of living environment,increased social conflict and a series of city management problems,and law-enforcing of city management has been to the forefront.As was set up to 14 years in city management law enforcement,as well as in the face of congenital deficiency of system,mechanism,and to face the society demands of different interests,became the focus of social contradictions,and the increasingly accumulated social contradictions directly or indirectly led to violence in the city management enforcement behavior.How to cope with the law-breaking violence problem in city management,is an important subject to be solved at present.In this paper,based on the current status of city management at home and abroad on the basis of investigation and analysis,combining the theory of public management,the problems of Jiangdong district law-breaking violence at present situation have been carried on the thorough investigation and study,mainly adopted literature method,standardized method,case analysis.The first part of the article is to show the background and significance of the research,theory at home and abroad,the frame of thinking methods,the point of innovation and the article context.The second part of the article is to elaborate the definition of the city management,city management law enforcement,law enforcement of violence,law-breaking violence the relevant concepts,and choose conflict management theory,the theory of public crisis and social governance theory as the theory basis of the full text writing.The third part of the article is to sum up the main characteristics of the law-breaking violence,through analyzing the law-breaking violent cases which happened in Jiangdong district in recent years.The fourth part of the article from the inspectors lack of legislative support,lack of social security system of law enforcement,the conflict of economic interests,law enforcement body and the administrative relative person and environmental factors,cause public opinion differences and complicated social psychology six aspects of violence against law in the subjective and objective.The fifth part of the article puts forward six ways to deal with violence against the law,through the improvement of legislation to strengthen law enforcement support;through the improvement of law enforcement protection to improve safety and law enforcement;improve social welfare,improve the city infrastructure and increase financial input to reconcile the subject of law enforcement and law enforcement through the relative relationship between;to strengthen the public legal education mode to improve the legal consciousness of the public;to improve the level of law enforcement by perfecting the law enforcement supervision mechanism;through the media,public participation,community building,and guide the public interest litigation and other governance to compress the acts of violence against the law may produce space.
