Civil servant training is an important part of the management of civil servants,an important way to strengthen the capacity building of civil servants;it is also an inevitable requirement for building a service-oriented government and providing important guarantee for the modernization of state administration.At present,there are many problems about the local civil servants training,such as very few methods?inflexible ways?poor effect,the key reason is that there are many problems we need to think and solve during the current system.Therefore,the writer will take it as the topic of research.At the beginning,the article introduces the background and research meaning of this topic;it also shows the research status at home and abroad.Then,from the perspective of related concepts and basic theories of civil servant training management system,explained the connotation of the concept of civil service training,it also introduced the three theories including the new public management theory.After that,it did some research about current situation of civil servant training management system in Zhenhai district of Ningbo city.After detailed introduction of that,the paper analyzes the problems existing in the training management system of civil servants in Zhenhai District of Ningbo City,and tries to find the causes of the problem.Then,through the study of civil servant training management system in typical developed countries such as the United States,Canada and Japan,this paper focuses on the good practice of developed countries in the training system?organization and resources of civil servants.Finally,combined with the local situation,the paper puts forward some countermeasures and suggestions to optimize the management system of civil servants in Zhenhai District of Ningbo City,such as reforming and perfecting the training management system and legal system,reforming and establishing open competition?advanced school system,improving scientific and efficient training operational mechanism,comprehensive integration of resources to strengthen the basic training and so on.
