Poverty alleviation is one of the most challenging tasks of the national strategy deployment on building a comprehensive well-off society.The group of cadres down to the countryside for poverty-relief projects are executors of the poverty-alleviation policies,who play a critical role in relieving poverty in China.What are the abilities to qualify these cadres? What are the assessments for personnel selection of these cadres? The answers can be found by studying the competency of cadres down to the countryside for poverty alleviation.This dissertation concentrates exploring their competency characteristics and in turn provides several methods for their employment process to some extent.As a case study,this dissertation investigates the cadres down to the countryside from Guangzhou for the poverty-alleviation project in Zhanjiang during 2013 to 2015.Starting from the background of the program of ”Plan to Home,Responsibility to People” in Guangzhou,this dissertation also includes literature review,interviews of a range of managers and cadres down to the countryside for poverty alleviation,and editing the ”questionnaire on competence characteristics of primary level leaders” as well as carrying out the questionnaires in the target group.A model of the competency characteristics of cadres down to the countryside for poverty alleviation is obtained by systematical statistics and analysis.The model consists of 5 key elements(including 19 competencies)in total.They are as follows:(1)The ability of coordinating and implementing project,including sub-abilities of decision,organization,coordination,investigation and innovation;(2)The ability of working in grass roots,including service consciousness,pragmatic spirit,bearing hardships,policy execution,systematical implementation,and maintaining close contact with the masse;(3)Achievement orientation,including achievement motivation,steadfastness,career enthusiasm and initiative;(4)Work styles,including independence and flexibility;(5)Self-adaptation.Compared to the competency of civil servants in China,it is evident to see there are several differences of competence characteristic between the cadres down to the countryside and primary civil servants.For example,the cadres down to the countryside have four outstanding competencies: initiative,investigation,bearing hardships and systematical implementation,which are not found within the primary-level civil servants.On the other hand,the cadres down to the countryside are required to have better self-adaptation ability.Furthermore,compared to the existing similar models,the proposed competency model has higher rationality and better to comprehensively outline the competency profiles of the cadres down to the countryside.As a whole,the proposed model is beneficial to the employment assessment of the personnel selection for the cadres down to the countryside.
