Research On Village Cadres’ Violation Of Discipline And Illegal Activities In The Field Of Poverty Alleviation In Rural Areas Of Chongqing And Countermeasures

In November 2015,the CPC Central Committee and the State Council made arrangements and arrangements for poverty alleviation during the 13 th five year plan.In October 2017,the 19 th National Congress of the Communist Party of China was held successfully,which identified Rural Revitalization as a major strategy.In the past four years,with the in-depth promotion and vigorous implementation of poverty alleviation,the number of rural poor people in China has been greatly reduced,and the rural poverty alleviation work has achieved phased results.As far as Chongqing is concerned,since the middle of 2017,the municipal Party committee and the municipal government have conscientiously implemented the decision-making and deployment of the central government,conducted serious research and major adjustment on the city’s poverty alleviation work,and the city’s targeted poverty alleviation and targeted poverty alleviation work has entered a new stage.The municipal Party committee and the municipal government have concentrated their efforts to tackle the difficulties.The production and living standards of the poor,the infrastructure construction in the poor areas,and the public services in the poor areas have been significantly improved.At the same time,the poverty alleviation funds,projects and materials that benefit the peasants and benefit the peasants continue to incline to the field of poverty alleviation in the countryside,allocate,decentralize and cash them to the grass-roots level,and regard the poverty alleviation projects and funds as "Tang Monk meat",the illegal problem of extending "black hand",formalism,fraud,bureaucracy,false poverty alleviation and other loose and untrue problems gradually exposed,which has damaged the party and the government The image of the government destroys the bridge between the cadres and the masses.By analyzing and studying the typical cases of discipline violations in the poverty alleviation field investigated and exposed by Chongqing discipline inspection and supervision organ in the past three years,it can be found that: village cadres often violate discipline and illegal acts,accounting for more than half of all the problems investigated and punished.Village cadres,as the most basic level policy executors and village level public affairs managers,have very low positions,but they have a lot of "energy".Rural work,especially in the field of poverty alleviation,cannot be separated from them.They face the masses and serve the masses directly,which is the "last step" to ensure the implementation of Poverty Alleviation Policies.The illegal behaviors of village cadres have a direct impact on the implementation of the Poverty Alleviation Policies of the party and the state in Chongqing.They infringe on the most direct and vital interests of the poor people.This problem needs to be solved urgently.It is necessary to prevent the illegal behaviors of village cadres.Through the research on the illegal behaviors of village cadres in the field of rural poverty alleviation in Chongqing,this study analyzes the manifestation,characteristics and reasons from the perspective of public management.Mainly based on the theory of street bureaucrats,power rent-seeking theory and principal-agent theory,this paper combs out the three aspects of behavior performance of village cadres in terms of policy implementation deviation,power rent-seeking and agent failure.Starting from the subjective and objective aspects,it combs out the nine main reasons.Combined with the theory of power restriction and supervision and the theory of system prevention of corruption,it combs out the individual and committee of village cadres on the agent side From the three aspects of the general masses,the higher administrative organs with dual identities and the special supervision departments,the entrusting party puts forward 13 specific countermeasures and suggestions to prevent the illegal behaviors of the village cadres: first,strengthen ideological education to improve personal quality,prevent and correct the illegal motives;second,reduce the tolerance of the masses to the illegal behaviors and limit the information asymmetry advantage of the village cadres;third,increase the village cadres The Ministry’s power restriction increases the cost of violating disciplines and laws.In order to effectively reduce the illegal behaviors of village cadres in the field of rural poverty alleviation in Chongqing at this stage,and help the implementation of targeted Poverty Alleviation Policies at the rural grassroots level in Chongqing.At the same time,I hope to be able to provide reference for other areas of people’s livelihood grassroots cadres to prevent violations of discipline and law.
