Study On The Construction Of Community Policing In System Of Crime Prevention And Control

The system of crime prevention and control plays an important role in protecting the social stability and public order.Community policing is the most important and basic part of the system of crime prevention and control.At present,our country has established the mode of community policing,but there are still some problems in the running process,the author analyze the two aspects of urban and rural areas.The development of urban community policing is relatively perfect.But through the analysis of construction status,we can also find many problems,such as polices' heavy work tasks,community public's weak security consciousness,scattered forces and lack of supervision and maintenance to technology.The development of rural community policing is backward.Through the analysis of construction status,we can find that rural police resources is less,the quality is low,the funding and equipment support is inadequate,the relationship between police and people is not harmonious and the evaluation mechanism is not sound.The quality of the community policing has a direct impact on the effect of crime prevention and control.The problems existing in the construction of community policing have a negative impact on the system of crime prevention and control,for example,the foundation of the system is not firm,the overall operation is not coordinated,the goal is difficult to achieve.The reasons for the problems existing in the construction of urban community policing can be analyzed from the following points: the responsibilities of community police has not yet clearly defined,public spirit of modern citizens is lacked,the integration has not been brought into play,and regulatory systems and business practices has not been established.The reasons that problems existing in rural community policing can be analyzed as follows: attention to community policing is ignored,the disposition of policing resource is not reasonable,the economic development of rural areas is backward,the ability of the police to work in the community is low,and the community policing is lagging behind.To improve the present situation of the construction of community policing,the city should clearly define the duties of the community police,cultivate the “public spirit”,play the role of integration of the main body,and establish regulatory systems and business practices.In the same time,the rural areas should pay more attention to community policing,allocate policing resource reasonably,establish the security mechanism,promote the ability of mass work,and perfect performance evaluation mechanism..Fully analyze the present situation,problems and related reasons of the construction of community policing in the system of crime prevention and control deeply,and put forward the corresponding countermeasures,which can help to improve status of community policing,and build the system of crime prevention and control that based on the community policing.
