Research On The Construction Of The Ability To Perform Duties Of The People's Police In The Background Of The Rule Of Public Security Law

Ministry of Public Security issued "on the implementation of the spirit of the Fourth Plenary Session of the Eighth Central Committee to deepen the standardization of law enforcement construction of the rule of law in the construction of public security decision" pointed out: the national public security organs to implement the 18 th Plenary Session and General Secretary Xi Jinping series of speech.According to the ability to perform their duties,improve the law enforcement system,reform the power of the operation mechanism,standardize the law enforcement handling behavior,strengthen law enforcement supervision,to ensure that the work of public security organs reflect the spirit of the rule of law.The rule of law in public security has become an important part of the rule of law in China.The construction of public security in the rule of law requires the people's police to have a higher level of performance,which also provides the time requirements for the construction of people 's police ability to perform their duties.The construction of the rule of law as the background in this paper,and is focused on the public security organs of the people's police ability to perform their duties.Combined with the current civil service general ability requirements,we constructed the people's police performance ability framework system,and the management of core competence theory applied to the people's police performance capacity construction research,and then put forward the ability to perform their duties according to the law is the core ability of the people's police.Therefore,there are still many problems in the current situation of capacity building of the people's police,and the general ability of law enforcement is not high.The ability of administration and service can not meet the needs of social development and so on.We still need to continue to strengthen the capacity construction of the public security organs.The analysis of the impact of subjective and objective factors on the capacity building of the people 's police is helpful to study the targeted strategies and path of the construction of the capacity of the people' s police.Under the background of the rule of law,the capacity construction of the people's police should be based on the basic requirements of the rule of law in public security,the principle of priority in ideological education,the principle of the rule of law in public security,the principle of according to the nature of the work to classify,the principle of core competence requirements and performance assessment,and focuses on the following aspects of construction:First,establish the follow-up study of laws and regulations,which is to continue to carry out the updated learning activities about laws and regulations.Second,continue to organize practical training about organizing by law and handling the case by law,and the law and legal knowledge reflected in the specific practical training.Third,standardize the standards of law enforcement and service behavior,to establish the new image of the people's police by standardize the behavior to perform duties,and protect interests of the broad masses of the people.Fourth,standardize the authority of the people's police,and reduce influences non-police activities and other factors.Regulate the power of the people's police,and ultimately still need to provide for the law.Fifth,improve the legal system and strengthen the police authority,and build a strong law enforcement team.The strength of the police authority directly affects the people's police law enforcement management and service initiative,and to carry out the construction people's police performance ability should strengthen the people' s police authority.Sixth,pay attention to the cultural construction of public security organs,cultivate the atmosphere which needed by the rule of law,and create a good environment for the construction of people's police performance ability.Seventh,establish and improve the promotion mechanism of people's police ability,and provide a mechanism protection for the construction of performance ability.
