A Study On The Governance Of Mass Media Corruption In The Russian Federation

This article chose the Russian mass media corrupt governance as the research topic,using the thorough interview method,interviewing the Russian media practitioners,the scholar professors and other readers,discovered the dangers of mass media corrupt,analyzed the causes of corruption,and put forward the corresponding control measures.This paper shows that there are three main harmful aspects of mass media corruption: one is to reduce the credibility of the media;the second is to damage the social justice;third is to infringe the public's right to know.Russia's mass media corruption of the external environment there are three: First,Russia has the power to dominate the distribution of resources,and second,the Russian mass media industry regulation system is lacking.Inadequate penalties for the mass media industry or the imposition of penalties for violations,the lack of clarity of the penalties,the abuse of power by mass media workers for the cost of illegal rent-seeking activities is too small,the risk is too small,but the proceeds are high,resulting in abuse of media power Paid news behavior repeated,often occur.Third,the Russian mass media external supervision mechanism is not perfect.Russia's mass media regulators are mainly communications and mass media,regulators and mass media have a variety of intricate links,resulting in external regulatory mechanisms are imperfect,which also led to the media corruption phenomenon.Russian mass media corruption caused by the internal environment there are two: First,the mass media company internal governance system is imperfect;Second,the quality of mass media practitioners uneven.Finally,this article from the external environment and the internal environment of the two aspects of the Russian mass media corruption governance measures and strategies.In the internal environmental governance,Russia must first establish and improve the relevant laws and regulations to build from the criminal law,administrative law and civil law three legal system,effective against news violations or corruption.Second,we must strengthen the social supervision,we can improve the media social responsibility reporting system,the establishment of the Journalism Ethics Committee,the industry self-discipline and social supervision and explore and establish the media operating income of the external regulatory system of these three aspects.In the external environmental governance,we must first improve the mass media internal management system,establish a comprehensive and scientific anti-corruption system and specific mechanism approach,and all employees anti-corruption reporting and protection procedures,moral code of conduct training and publicity;To build a decent culture of the mass media culture;once again to enhance the mass media people's professionalism,improve the training of journalists training,assessment and rights protection system.
