Research On The Performance Appraisal Of Grass-roots Tax Inspectors

Performance appraisal as an important part and key link of the performance management.It’s not only related to personal interests,but also the key for an organization to win the competitive advantage.Along with our country reform and open policy and the deepening of the political and economic system reform,the government performance management become an important means of government departments to efficient allocation of resources,improve the administrative efficiency,and improve public services.The state administration of taxation start a top-down new round of performance management deployment from 2014.As a special and indispensable important part of the national tax system,Grass-roots tax implement staff performance appraisal is not only help the management upgrade of the cadre team,to speed up the modernization of tax inspection,but also strengthen the performance management.Research methods of this thesis has adopt document analysis,case study,interview and etc.The thesis takes a inspection department in Guangzhou as a case study.Combined with current need of development of grass-roots tax inspection work and personnel working characteristics,the thesis analysis the Performance challenge of organizational development,detailedly introduces the historical evolution and current situation of performance appraisal,reveal problems in staff performance appraisal,in-depth analysis the cause of the problem,and explore the countermeasures and suggests on system construction,the index design,evaluation methods,results application,process optimization etc.to improve the Grass-roots tax inspectors performance appraisal.This study tightly close to the practice of grass-roots tax inspection work and has a lot of first hand material for support.When making recommendations,it has the strong reality pointed and the feasibility.I hope this thesis could provide some useful reference to further perfect the grass-roots tax department performance evaluation.
