AS the rapid development of China's socialist modernization,urbanization is stepping into a period of rapid development.As a result,a large number of rural lands have been levied and become urban land,meanwhile the scale of land—lost farmers is also rapidly increasing,and according to some reports,at present,the total amount of land—lost farmers in China has been more than 40 million.For the existing of the following reasons,such as legal system construction falling behind the development of economy and society,the relatively slow political system reforms,the ever expanding discretionary power of some local government,the severe shelf departmentalism existing into some local governments and so on,in the course of expropriation,not only the legitimate rights of the land—lost farmers were aggrieved and can't fairly obtain their benefit,but also the rural social contradictions and problems were activated and is raising.The mass incidents leaded to by expropriation are showing these characteristics than before,for example higher organization,severer antagonism,and stronger benefit appeals of the land—lost farmers.The mass emergency in Quanzhou city was as an object of this study.Base on analyzing a larger number of similar cases that happened in other cities and studying a amount of specialized references and works,this paper investigated the causes and the current situation of the mass emergency related with expropriation in Quanzhou city,and approached the problem existing in the expropriation,and made recommendations to how to solve the mass emergency related with expropriation in Quanzhou city,caused the main contradiction,present situation and existing problems,and focuses on the analysis of the current situation how to dispose of the land mass emergencies.
