| At present,our nation’s economy and society have been developing rapidly.As a result,great changes have taken place in the aspect of economic system,social structure as well as people’s mind.In this complicated situation,the effective protection of the civil rights and interests of the people as well as the progress of building a vibrant society with harmony and stability,has become an important task that our Party committees and governments at all levels and the broad masses of the people look forward to finishing.As the principal part of national government,the civil servant,also considered as the direct performer and bearer of the public rights,is the person whose quality and capability have a great impact on the function of the government’s public service.The civil servants at the basic level are the pioneers of administrative management.They face the broad masses of people directly and play a role as the bridge for communication between the state organs(government)and the public.Meanwhile,they are also the direct executors of the national policy who undertake a large amount of specific routine work,which is related to the effectiveness of development in various fields.Therefore,the public have put forward higher requirements and expectations for the service and products provided by the civil servants.However,in recent years,the job burnout problem of civil servants at basic level has become more and more serious due to the impact of organizational environment and individual occupational conditions and many other factors.As shown in this paper,we have investigated the phenomenon of civil servant’s job burnout problem by means of questionnaire survey.And it found that the sense of job burnout of the civil servants at the grass-roots level is closely related to professional psychological quality,work stress,organizational atmosphere and working system.Through summary of the reasons that cause the job burnout of civil servants at basic level,countermeasures and suggestion can be put forward in the relevant aspects.This can not only effectively reduce the sense of job burnout from the grass-roots civil servants,but also improve their enthusiasm and initiative in work as well as enhance the quality and ability of the whole civil servant group.Furthermore,thiswill improve government’s functions variously,and promote the development of the social undertakings. |
