The situation of terror and violent that China is facing currently is more and more severe and complicated,in which the main force that commits violent incidents crimes in China has became the violent and terrorism gangs or individuals whose behaviors and activities are so spontaneous that can hardly be traced and targeted to combat.Hence,understanding the characteristics and regular patterns of the violent incidents in the key areas that facing the higher risk such as metro system based on the previous cases and carrying out the plans and preparing adequately based on those understandings can not only satisfy the realistic demands of China to deal with the violent threat,but also are the foundation and premise to protect the safety of subway system and urban public traffic system effectively.This paper selects the typical violent incidents cases in metro and the relevant cases as the objects of research,defies the relevant concepts of violent incidents in metro and its emergency preparedness capability system by literature research and theoretical analysis,analyzes the important factors that influence the development process of the violent incidents in metro,and constructs its basic model.On the basis of the above,this paper constructs the development path graph of the violent incidents in metro by using emergency management path graph analysis method.Finally,this paper constructs the critical tasks path graph of violent incidents in metro based on the concept of "scenario-response",and designs the preparedness capability system of China to deal with the violent incidents in metro.The main conclusions of this paper are as follows:(1)This paper finds that the domestic researches related to violent incidents and metro safety are still in the stage of exploring and the deficiencies of the current research status describes as follow: the related basic researches are weak,the related countermeasure researches are not systematic;and all the related researches are not combined with domestic practice closely by literature research.(2)This paper selects the typical violent incidents cases in metro and the relevant cases as the objects of research,defies the relevant concepts of violent incidents in metro and its emergency preparedness capability system by literature research and theoretical analysis,analyzes the important factors that influence thedevelopment process of the violent incidents in metro,and constructs its basic model.(3)Based on the basic model of the violent incidents in metro,this paper constructs the development path graph of the violent incidents in metro by using emergency management path graph analysis method,and divides the path graph into four modules which are the embryonic and planning stage,the incubation stage,the attack stage and the exposing stage.Furthermore,this paper optimizes and corrects the path graph combined with experts' advices.(4)On the basis of the above analysis,this paper constructs the critical tasks path graph of violent incidents in metro based on the concept of "scenario-response",and designs the preparedness capability system of China to deal with the violent incidents in metro.And the system includes four mission areas,which are prevention,mitigation,response,and recovery.(5)This paper gives countermeasures and suggestions related to the violent incidents in metro: understanding the violent incidents in metro based on the basic researches;making the countermeasures researches to domestic demand-oriented;building the preparedness system to dealing with violent incidents in metro focused on the coordination;optimizing the preparedness system innovatively by keeping up with the newest technologies like big data.
