Study On Standardization Of Alarm Reception And Handling By The Police Station

The police station,as the foremost position of the police,is responsible for receiving and handling the alarms on the frontline,which is one of the most important links in standardization of law enforcement.The standardization of the reception and handling of the alarms shall bring benefit to the further handling and solving of relevant cases.Since 18 th CPC National Congress,GuoShengkun,the minister of Ministry of Public Security had proposed Four Constructions of the Police,one of which is the construction of standardization of law enforcement.Standardization of law enforcement is a very crucial task for the police,is the demand of the self-construction and self-development,is the expectation of the Party and the people and is the only way to the law-ruled and harmonious society.With years of study,considerable achievements have been made on standardization of law enforcement by issuance of laws and regulation,local rules,internal management regulation,etc.,promoting the construction of standardization of law enforcement of the police.However,at present there are limited studies on the alarm reception and handling by the police station.Besides,due to the heavy task,the work overlapping with other departments,the scope of work not clearly identified and the lag of the law protection,the police station cannot run effectively.Enslaved to “all alarms must be received” and “find the police officer in any trouble”,the police station has wasted much unnecessary manpower on the alarms which are actually not in the scope of its responsibility.It is also very likely to cause the conflict between the people and the police.So far the construction of standardization of the alarm reception and handling by police station is still far from the expected target and the relevant theory and practice need further exploration.Hence,the author shall start from the construction of the standardization of law enforcement,carry out the study in the view of the law enforcement police officers in the police station and find out the problems in alarm reception and handling based on the relevant theory and the practice at home and abroad as well as the work experience and typical cases.Each problem shall be studied and the suggestion and solution shall be proposed as well.The study of the problems shall help reinforce the construction of standardization of the alarm reception and handling by the police station,promote the efficiency of the police station,improve the image of the police,attain the people’s satisfaction and play a significant role in comprehensively ruling the country by law.
