Basic public security work is the foundation of the whole public security work.In the meeting which was held in August 2015 of Party committee of the Ministry of public security and the ninth enlarged meeting of comprehensively deepening reform leading group,Guo Shengkun,the state councilor and Minister of Public Security,stressed that public security organs at all levels should adhere to the problem orientation,reform with keen determination,vigorously promote the basic information construction and police combat construction,strive to improve and promote the national governance system and modernization of governance capacity and the adaptive police operation mechanism.At the same time,Guo pointed out that public security organs at all levels should positively adapt to the new situation of economic and social development,actively respond to the people’s new expectations,Vigorously strengthen the basic work under the condition of dynamic and information,strive to enhance the ability and level to combat crime and serve the people.Innovation is the driving force to promote basic public security work for a continuous progress and development.Under the background of information,basic public security work is facing serious challenges.Difficulties that constrain the basic public security work are gradually highlighted.Informatization as a high-tech means plays a better role in promoting basic public security work.In order to continuously improve the basic ability of basic public security work,and properly deal with the new situation of public security under information society,we must rely on information technology means to carry out innovation of basic public security work.Through widely applying information technology to basic public security work,as well as by bring forth new ideas to the concept system mechanism,operating mode of basic public security to adapt to public security work requirements under information age,enhancing the ability of police to prevent and combat crime and the ability to manage and serve the community better,thus to realize the new requirements to security work by the information age..This essay mainly elaborates the relationship between informatization and innovation of basic public security work,the content of innovation and necessity of basic public security work under information condition,demonstrating the innovation function of basic public security work which is promoted by informatization means,analyzing the problems that existing in the innovation of basic public security work and exploring new innovation paths of basic public security work under informatization.This paper also points out that the innovation of basic public security work is a process to apply scientific and technological factors which are represented by informatization means to basic work so as to realize the comprehensively improvement of basic security fighting capacity.For the public security organs,the innovation of basic work is a process of continuous scientific exploration,which is not only the inevitable requirement of basic police work but also a great mission for police at all levels given by people.
