The Research On Citizens’ Consciousness In The Community Policing

With the accelerating development of urbanization,the social security problems caused by the social contradictions have become increasingly prominent.The community policing strategy is an important measure to cope with the current social transition period of prominent social contradictions and an overall and long-term system engineering.But the effect of the current community policing work is not optimistic,the citizens as the main group of community participation have not formed the active citizenship to participate in the community safety precautions and the consciousness on which the citizens rely to give full play to their subjective initiatives has not been effective cultivation.From the point of view of the citizens’ consciousness cultivation,the aim is to improve the citizens’ participation in community policing and finally to form a good situation of CO governance of public order.Firstly,the first part definites the concept of the citizens’ consciousness and the one in the community policing,analyzes its connotation and extension in order to ensure the accuracy and applicability of the concept,points out the citizens’ consciousness in the context of community policing contains five parts,which are active civic consciousness,safety precautions consciousness,cooperation consciousness,rational public consciousness and law-abiding consciousness,and discusses its initiative,deformability and volatility characteristics.Moreover,it analyzes the significance and the function of the citizens’ consciousness in the community policing in the aspects of situational prevention,illegal and criminal response,the integration of community resources and the formation of public security thought through its features.The second part analyzes the current situation of citizens’ consciousness in community policing and mentions the specific situation of the lack of consciousness in the five aspects of the current citizens’ consciousness.The third part introduces the plight of citizens’ consciousness construction in the community policing and analyzes the reasons.The fourth part is about the construction ideas of the citizens’ consciousness in the community policing.It not only contains the theoretical dependence from the civil society theory,communitarian theory,the new public service theory and the social capital theory to the citizens’ consciousness construction,but also includes the practical influences from the participation groups,the geographical conditions and the cultural security on the citizens’ consciousness construction.The fifth part puts forward practical measures to foster the citizens’ consciousness in the community policing,which include the active citizenship,the community policing construction,the support and development of the public security,organization,the community physical environment and the humanities environment optimization,etc..
