Research On Strengthening Community Policing Construction

Faced with the complex and ever-changing public security environment,the public security organs are not allowed any slack or complacency.They must keep up with the situation,constantly analyze their work,find shortcomings,and respond to "new expectations,new requirements" with "new perspectives and new expectations ".In his report to the 19 th national congress of the communist party of China(CPC),Xi Jinping pointed out that we should build a pattern of social governance that is jointly built,jointly governed and shared by all,strengthen the system of community governance,shift the focus of social governance down to the grassroots level,give full play to the role of social organizations,and achieve positive interaction between government governance,social adjustment and residents’ autonomy.Community policing construction is not only an important part of the basic work of public security,but also an effective carrier of public security business construction.Only by constantly strengthening the construction of community policing can the foundation of public security work be firmly laid,a better public security environment be created,and a solid foundation be laid for people to realize the sense of gain,happiness and sense of security.Community policing,rising in the west in the 1970 s,with the pace of China’s modernization progress,as a new way of concept and practice of policing also made different levels of development in China,but in recent years,our country is in the period of social transition,the community public security situation is more complex,traditional community policing is facing unprecedented challenges.Therefore,how to adapt to the requirements of the new era,to achieve the goal of "fewer cases,good order,social stability,public satisfaction",in the context of the information explosion,strengthening community policing construction has become an important research topic.Taking the S sub-bureau of taiyuan public security bureau as an example,this paper elaborates on how to strengthen the construction of communitypolicing in four parts,the development and effect of community policing after the reform and opening up,the existing problems of community policing,and Suggestions on strengthening the construction of community policing.In the fourth part,the author draws on the advanced experience of Shanghai,Qingdao and Chongqing,which are at the forefront of community policing construction in China at present,and summarizes the opinions and Suggestions on how to strengthen community policing construction based on the actual situation.Taiyuan public security bureau S substation is at the forefront in the construction of community policing construction.But in concept,security,performance appraisal,etc,there are still many deficiencies at present.It needs to constantly draw lessons from advanced experience,combined with their own actual situation,make unremitting effort to transform community policing concept,improve the police security mechanism,establish scientific evaluation system,strengthen the innovative ways of community policing.
