Resolution To The Prevention And Control The Crimes Against Property Committed By Drug Users

Due to the limitation of the police power,funding,resources,technology and other issues,the Police Departments are usually overwhelmed by a huge numbers of property torts.The struggle against the crimes is not satisfactory,neither.If the Police Departments actively take actions,and pay close attentions to those who have high possibility to commit property torts,they can achieve remarkable results with maximum efficiency.Based on above,starting with the drug addicts,which are easy to be seized and controlled by the police,combining with the case studies of property torts by drug addicts across the country in the past five years,this article summarizes the features of these cases,and identifies the difficulties of these cases,so as to put forward targeted measures against them.In addition to the introduction and conclusion,this article is divided into four sections.The first section is an overview,which mainly defines the concept of property torts cases by drug addicts.It also provides an overall analysis of the current status of these cases,combining with the publicities of these cases on China Judgments Website.Taking the Guangxi Zhuang Autonomous Region as an example,it studies in-depth and sums up the features of the drug addicts property torts cases.On this basis,the reasons for the high incidence of these cases are discussed in this section.The second section is about the difficulties of the detections.Combining the features discussed above and related cases,it summarizes three difficulties,which includes the strong anti-detection ability of the drug addicts,multiple methods against the detection,and the difficult control of the stolen properties.The third section is the measures of this detection.Targeting on the features of the drug addicts property torts cases and the difficulties mentioned above,the author puts forward several measures including the information analysis under the circumstances of big data,the special case investigation operation of major drug-related property torts cases,position control over drug addicts,detection cooperation,and special case action.Big data analysis includes the collection of the information of drug addicts,and analysis judgments.Based on the existing information provided on the Intranet of the Police Department,the author proposes some amendments and raises three judgment directions for the purpose of making a modest contribution for the Police Department: long-term follow-up of drug addicts,early warning analysis of property torts,and analysis of serial cases of property torts.The last section discusses the prevention and control.It is clear that crime against properties by drug addicts is a social problem.Therefore,in order to solve this problem fundamentally,we should focus on the detention of the drug abusers andtheir abandon of drug addiction,as well as control the crime from the beginning,also use the dynamic control system to realize the key control of these drug abusers.In addition,we should refine link-up system of the forced isolation treatments and criminal punishments,so as to achieve the drug abandon and transformation simultaneously,and to help them return to the society.Lastly,we should innovate the promotion and education methods,which can improve people’s self-defense ability.
