| To create a undertaking,high qualified and strong ability civil service team,is a necessary condition to build a satisfying government of service type.In China,the number of civil servants at the grass-roots level accounted for 92% of the total number of civil servants who mainly refers to the township cadres below section chief.They are the backbone power of grass-roots power construction,and implementing the duty of management and service of the country.Their attitude towards work and external image will directly influence the prestige and image of the party and government in the eyes of the people,and it will have an important impact on the healthy and stable development of the social economy.However,what can not be ignored is that the current grass-roots civil servants in China,no matter in acceptance or in recognition itself are not high.The appearance of the masses discontent and cadres complain makes certain differences to build a service-oriented government in China.The fundamental reason is that the grass-roots civil servants incentive mechanism is not perfect,leading to the grass-roots civil servants working enthusiasm is not high and the occupation accomplishment is low,which makes a lot of civil servants doing work without effects.Therefore,under the background of new era,to study the grass-roots civil servants incentive problems,establish a positive incentive mechanism,and build a undertaking grass-roots civil servants,is not only a theoretical need of extension of incentive system theory,but also an urgent need to solve the contradiction of reality.This study will be carried out from these aspects: firstly,to systematicly research status of the domestic and foreign grass-roots civil servants incentive issues.Secondly,to take a comprehensive review on the concept of positive incentive to the basic level civil servants from the perspective of theoretical research.Thirdly,to adopt the method of empirical researching to take Huizhou District of Dayawan as an example,through a combination of interviews and questionnaire phase,sampling investigation of grass-roots civil servants,to understand the current situation and the incentive system of grass-roots civil servants in Dayawan District.Finally,targeted to put forward the Countermeasures of perfecting the incentive mechanism of civil servants in Dayawan District,for improving the grass-roots civil servants occupation identity,work efficiency,and provide certain mechanism to build a new era cadre team who dare to undertake,and to innovate in the research on the related theory,and provides the reference for the relevant departments. |
