| With the economic globalization,industrial cluster has become an important mode to promote regional economic development and an important organization form of industrial development.It has attracted more and more attention in many countries and local governments.Industrial cluster is the result of market economy develops to a certain stage,there will be a "market failure",which requires the government to play a role to make up.Shoes-making industry is a traditional industry and pillar industries of Huidong,which development is taking shape.Shoes-making industry has become a major force in the national economy development of Huidong,also plays an important role in the development of the footwear industry in Guangdong province and the country.However,there are still some problems in the footwear industry cluster development,the government position is not accurate,it may play the role wrongly,which make negative effects and restricts the development of the cluster.Under the current situation,how to effectively play the role of the government to further promote the upgrading of the footwear industry cluster is worthy of in-depth study.The main methods,which have been used in the paper are literature analysis,comparative analysis and qualitative research etc,based on the theory of industrial cluster and government function,make a deep analysis in the exist problem and the reasons of the government function,and summarize the experience and revelation of government function both at home and abroad regional integration development,better put forward some politic suggestions to the government in promoting Huidong footwear industry development and provide reference for the government.Firstly,the paper introduces the concepts of industrial clusters and government functions,and explains the theory of Potter’s diamond theory,market failure theory and the relationship between government and market;Secondly,based on the current situation of the development of the footwear industry cluster in Huidong,analyzes and summarizes the problems and reasons of the government function in the development of the footwear industry cluster in Huidong;Thirdly,introduces and summarizes experience of the government of the domestic and foreign countries in the footwear industry cluster development,to provide reference and inspiration to the footwear industry cluster development of Huidong;Finally,put forward measures to improve and strengthen the role of government in promoting the footwear industry cluster development,Which including Innovation development idea,scientific planning,improve the relevant industrial supporting policies,create a good development environment,promote the brand construction and promotion,establish the training system,perfect the industrial service system,in order to promote the healthy development of the footwear industry cluster. |
