Fengze District was approved by the State Council in 1997,which is located in Quanzhou central urban area,including Donghu,Fengze,Quanxiu,Beifeng,Qingyuan,Donghai,Chengdong,Huada etc 8 street offices,77 communities.By the end of 2010,people who 60 years order or older take up 10.6% of the total population,that meant Fengze District has become an old man society.As far as 2015,60 years or older accounts f take up 14% of the total population,aging population is speeding up,social endowment problem increasingly apparent,the family planning policy under the condition of family structure,social economic development level and the aging of the matching degree and the reference to the western modern pension system,the traditional family endowment has had a profound impact.Social pension services is not only personal life events but also the affairs of states,how to deal with the relationship between pension and family responsibilities,the relationship between pension and the government responsibility,the relationship between pension and social responsibility,is the key to solve the problem of pension.in the world,especially in some developed countries,though early ageing,but social and economic development is more rapid,safeguard mechanism is more perfect,social service system is more perfect.This article based from the Fengze District,surrounding the formation process of social basic old-age service system,supply and demand,service mode,service network,safeguard mechanism,etc.At present,the Fengze District generally formed on the basis of the pension that occupy the home,based on community,supported by institutions of social basic old-age service system covering the entire area,on the safeguard mechanism for worker is basic endowment insurance and town residents endowment insurance,social relief and other old-age security as supplement,in terms of basic pension is given priority to with family endowment,other endowment way especially institution endowment is complementary.This article further analyses the problems existing in the regional social basic old-age service system,mainly include the social endowment service system and social economic development level does not adapt,policy mechanism safeguard and the social endowment service supply can't meet the demand of aging,and from the influence of the government function,the traditional family endowment concept analysis to the influence of reason.By drawing from previous theory research and advanced experience both at home and abroad,suggestions to consummate the Fengze District social basic old-age service system of a few Suggestions: First,the government should actively take the functions of social security,to be adapted with the economic development level,match the financial system of social security system,establishing and perfecting the social security fund budget management system.Second,increase support policy,funding of pension service industry,to attract private capital investment,accelerate the social endowment service industry development.Strengthen endowment service needs guidance and professional training,guide the communities,families and individuals continue to their respective roles in the pension services,in order to improve the satisfaction of the elderly as the scale,promote and perfect community home endowment patterns.Finally,strengthen the nonprofit endowment service organizations and other social organizations,the guidance of the function of public opinion,the volunteer service,build the whole society pay attention to and participate in the pension service work atmosphere,perfecting social basic old-age service system construction.
