A Study On The Employment Security Law System Under The Background Of The New Normal

China's economic growth has remained slow for a long time in this “New Normal” state.Whether the unemployment people's problem will be appropriately settled has closely relationship with the aim of “Two Goals of One Hundred” while we are focusing on economic transition.The unemployment security legal system,as a common international practice,has always been playing an important role in unemployment placement and social stability.Therefore,It is necessary to stress on and consummate unemployment safeguard legal system.Due to a series of complex reasons,the unemployment security law system still faces major challenges in guaranteeing the unemployed people's basic necessities of living and promoting reemployment of the laid-off unemployed effectively.What's more,this system needs to be further perfected no matter in the lever of legislation or in law enforcement.The new phenomenon that the coming structural unemployment and unemployment group presents a tendency of diversity under the “New Normal” is especially booming fast.For that reason,this thesis will absorb the advanced experience both home and abroad.With the combination of social political and living surroundings under the “New Normal”,the author proposes suggestions consummating the unemployment security system.This thesis has five parts:In the first part,the author introduces the background,aim and significance and the current research all over the world,as well as the approaches and innovation of this thesis as preface.In the second part,the author analyzes the existing condition and problems from three aspects of our unemployment security legal system.In the third part,the author introduces the policy taken in German,Japanese and America and addresses its impact to the society.Therefore,we can absorb and use as a reference when we are facing the challenges of unemployment.In the fourth part,the author discourses not only the necessity to perfect the unemployment security system in the following aspects,that is the need to social contradiction dissolving,economic healthy development,and safeguard system strengthening,but also the feasibility to improve this system in economic,political and cultural environment.In the last part,firstly,the author introduces several patterns of the unemployment security law system and which model we should choose.Secondly introduces the principle on which we should insist on developing and perfecting the unemployment security system.And then points out the unemployment security's main body should change to government with multiple subjects as supplement.We should advance constructive legal security on the basis of hierarchical classification method,setting up the unemployment security law system that unified the urban and rural zones.What's more important is to make the unemployment security premiums in a good operation.Finally we build the supporting facilities of the unemployment security law system.
