With the development of China's market economy and the trend of upgrade and adjustment of industrial structure,our country will face a more serious problem of unemployment.However,employment is the best way to solve the problem of unemployment.Unemployment insurance system,a part of social security system,plays an important “safety net” and “stabilizer” role in ensuring basic life of the laborer during unemployment period and maintaining social stability development.More importantly,unemployment insurance system plays an important “catalyst” role in employment promotion,which shows the essential attribute of unemployment insurance system to promote employment.Although unemployment insurance system has two basic functions,that is,basic life safeguard and employment promotion,many legislation flaws lead that it is difficult to make two big functions work,especially to form a career-oriented unemployment insurance legal system,so as not to fully make advantage of the function of employment promotion.Employment promotion is the development direction of unemployment insurance system in the world,thus,to establish career-oriented unemployment insurance legal system is to adapt to the development trend of world.Therefore,based on unemployment insurance system and present situation of its employment promotion function,and combined with legislative experience of employment promotion of unemployment insurance system at home and abroad,this paper explore establishment of career-oriented unemployment insurance system.This article is divided into four parts.In the first part,it introduces the basic theory of unemployment insurance system,starting from the definition of unemployment insurance system,expounding the related concepts to unemployment insurance system,then it introduces three development courses when unemployment insurance system in China has experienced: not admitting the existence of unemployment in socialist countries,from not admitting waiting for employment to admit unemployment,and employment promotion,and then it describes the two basic functions of unemployment insurance,so as to raise the center content of this article: employment promotion function of unemployment insurance,besides,making a deep insight into both of relations;in the second part,it mainly analyzes the present situation of unemployment insurance system in China,both positive role and negative role,the former including promoting employment,safeguarding life,maintaining social stability and promoting labor system and enterprise reform,and the latter including unreasonable fund-raising mechanism and expenditure structure of unemployment insurance fund;in the third part,it analyzes development experience abroad in four different legislative stages,and expounds reference to unemployment insurance system in China,in laying emphasis on employment promotion,implementing active employment promotion measures,encouraging and stimulating the unemployed to obtain reemployment through job training,and improving supply of labor through job training;in the fourth part,on the basis of the basic theory,function and situation analysis,and foreign experience reference,it puts forward countermeasures and suggestions on improving unemployment insurance system in China,from extending security object of unemployment insurance,increasing capital input to employment promotion,improving expenditure structure of unemployment insurance funds,shortening the payment deadlines of funds,establishing effective employment incentive mechanism and employment feedback mechanism.
