Study On The Construction Of CPC Organizations At Village Level Under The Background Of Rural Hollowization

The rural party branch is the core leader of rural society,an important bond and bridge to unite the farmers,to connect the masses and to pull the strength of party together.“Without a solid foundation,the construction will be shaky”.As a media between rural society and our party and the country,rural party branch has to execute the policies,directions and principles enacted by the party and country,on the other hand,it also has to lead and help the autonomous villager organizations to maintain a harmonious and stable rural society.Therefore,rural party branches have huge quantity and are widely distributed.Whether the rural party branches could construct themselves and play its role well enough is related to the stability of our party and the overall construction of socialism.At present,enormous rural population rushed out because of the rapid development of urbanization in our country,which leads to the outflow of resources,such as technology,capital and knowledge.As a result,rural areas encounter a hollow-oriented situation,which brings new demands and challenges to rural party branches.However,the rural party branches at present is not well adapt to the new circumstance in rural society,thus the role as a core leader cannot be effectively played,which reduces the the party's influence and strength in society.In general,the rural party branches are mainly in a weak and marginalized state,an obvious “idling” phenomenon even appeared in some area.The construction of rural party branches currently meets various difficulties that not only hinder the consolidation of our party's power in rural area,but also go against the long-term development and the harmony in rural society.Faced with these shortcomings,how to strengthen the self-building of our party under hollow-oriented situation and how to realize the sustainable development of rural society have become realistic problems for the rural society to transform and develop.Based on previous research,this paper comprehensively sorts out the problems existing in the construction of the rural party branches under the hollow-oriented situation.And it also profoundly analyzes the reasons why the construction is in trouble.Moreover,by combining the reality in hollow-oriented areas,this paper explores the solutions for the problems in the construction of rural party branches.The structure of this paper is as follows:Firstly,an introduction was made to present the influences and the challenges brought up by the hollow-oriented phenomena to the construction of rural partybranches.Some specified forms of problems exists,for example,the major ones are the difficulty in the follow-up of team building,hard to fulfill the organizational system,and the continuous waning of leadership.Secondly,according to the increasingly widening social stratum and the stronger demand for interests under hollow-oriented background in rural areas,this paper analyzes the reasons that cause the construction in trouble and the new relation between rural party branches and the society.Lastly,focusing on the reasons that lead to those problems,this paper explores the specific paths to the construction of rural party branches.Considering the reality in rural areas,some practical solutions are summed up in three aspects: to strengthen the ideological construction is the prerequisite to build rural party branches;to enhance the foundation of organization is the key to build a strong party branch;to build an innovative working mechanism can provide the rural party branches with good institutional environment.
