Therefore, for Shanxi province,inorder to achieve the goal of building a moderately prospero us society in 2020, we must solve the problem of coal mining subsidence areas firstly which can help the farmers of poverty areas to get out of poverty .The governance of Mining subsidence area is very difficult in the situation of coal market decline. Therefore, in the process of governance ,not only should let government to be leadership ,but also should absorb the participation of other social subjects. The community is an important subject to participate in the governance of coal mining subsidence.. Therefore, it is very important to study the relationship between government and society in the governance of coal mining subsidence area.This paper taking the town L of Shanxi Province as an example ,and taking the theory of "governance and good governance" as the guide.
