Private financial market has a long history in China and it grows with the development of social economy, which can be traced back to the ancient times. But in modern times, China carried out the planned economy mode, when various types of private financial institutions were nationalized and unified by the national savings institutions to provide financial services. After the reform and opening up, market economy system is implemented in China, while the individual economy, private economy and other non-public economic entities develops a lot. Formal financial institutions, including banks, insurance and securities, can not meet the needs of various economic entities, as a result the private finance develops rapidly. Especially in the coastal economically developed areas of small and medium-sized enterprises,the private economy is unprecedented active, where the private capital financial market is huge. As a useful supplement to the state-owned finance, private finance has already entered into the research field of domestic and foreign scholars. However, the government still carries on the supervision and management to the private finance according to the traditional way. There are many problems such as the unclear role positioning, the lag of the supervision means, the imperfect supervision system and the imperfect laws and regulations and so on. The scale of private financial funds can not be underestimated in Shandong Province, as a major economic province, whose GDP ranked third all over the country, the same. Shandong Provincial People’s Congress passed the "local finance regulations of Shandong province" in March 2016,and formally implemented in July 1st.The regulations filled the gaps in the law of private finance in Shandong province. This is also the the second region, following Wenzhou, where regulations were passed, and it went to the forefront of private financial regulation. In this paper, financial development theory is used to analyze the germination and growth of private finance. Then, combined with the existing regulatory framework of Shandong Province, this paper analyzes the implementation effect of the current regulatory measures, and points out the problems and causes of the regulation. There are some successful examples of private financial management in the domestic and foreign economic developed area. Based on the experience of the international situation in our country,it put forward some countermeasures and suggestions to perfect the private financial supervision system in China.In this paper, the first chapter introduces the selected topic background and research significance and defines the private financial concept first of all, combined with domestic and foreign research results. Then it briefly reviews the research progress of private financial regulation. The second chapter discusses the main theoretical basis, and the third chapter discusses the general situation of Shandong private financial, from the aspects of development course, organization system and so on, combined with the specific data analysis of the six main existence form of private finance such as the small loan companies, financing guarantee companies, private financing institutions, farmers credit support, pawn shops and P2P lending platform,and mainly analyzes the main mode and the shortage of the private financial supervision. The fourth chapter summarizes the successful practices of developed countries and regions at home and abroad such as United States, Britain, Japan and Taiwan. Finally in the fifth chapter it puts forward the countermeasures and suggestions to perfect he private financial market regulations in our country, aiming to guide and regulate the private financial markets what can privade better service to the market economy.
